Commitment in Shopping

Can anyone tell me what the name of this program is? I saw on the news, maybe a year ago, a program that people were commiting to, in which they were not going to buy anything that was packaged. Clothes and many other items were to be bought second hand. It may have been a program to eliminate or almost eliminate people producing any garbage? I don't remember exactly. At the time I had wanted to look up what the guidelines were but I don't think I had enough information to find out more about it.
